Germany Censored by Flickr

Flickr claims that there is a law in Germany that disallows German people from viewing nudity
online. Because of this law Flickr has decided to censor it's photos when it comes to people who are viewing the Flickr site from German ISP's. Actually the law says that the people must verify they are not a minor. Adults are allowed to view nudity. Why is Flickr doing this? According to the article, other German sites are using age verification systems instead of censoring. Flickr should do something like this, otherwise they're going to lose all their German viewers.
